At April 7 sitting of the NA Standing Committee on State and Legal Affairs the legislative package on Making Amendments and Addenda to the law on Normative Legal Acts and Making Addendum to the Constitutional Law the NA Rules of Procedure was debated in the second reading.

The RA Deputy Minister of Justice Vahe Danielyan has noted that in the framework of the theme on the initiative of the deputies and factions public debate is designed.

The executive body accepted the proposal of the Central Bank, by which the projects of the bank capital anti-cyclic threshold shall not be subject of examination. The Legal Institute of recognizing invalid the normative act was invested.

The deputy Vahagn Hovakimyan proposed to remove the bill on Making Addendum to the constitutional law the Rules of Procedure. According to Hovakimyan, the initiatives authored by the NA deputies pass all procedures for the public debate. Citizens have an opportunity to get familiarized with content of the initiative on the NA website and present their proposals. According to the MP, the initiatives authored by the Government and the MPS shall not be observed on the same level. In that aspect, MPs’ initiatives are not expedient to take to e-draft.am system, which would create additional problems. The MP’s proposal was acceptable for the Deputy Minister.

As the Committee Chair Vladimir Vardanyan assessed, the public debate should not be aim in itself. According to Vardanyan, the processes going on in the National Assembly are transparent, all the meetings and debates are public.

As a result of debate in the working format, the representative of the Government and the Committee members came to an agreement over changing some provisions. Official clarification on the judicial norms concerning the case examination by the court with one of them will not be provided.

In her co-report the Deputy Chair Anna Karapetyan urged to vote for the draft law revised by the MPs’ proposals.

The draft law on Making Amendments and Addenda to the law on Normative Legal Acts with oral rectifications and revisions, was put for voting and was endorsed.
